Azure AD中的安全默认值已启用对于所有用户，不能以每个用户或应用程序为基础禁用。

Security defaults in Azure AD is enabled for all users and cannot be disabled on a per user or application basis.
In order to achieve the latter, you will need to implement Conditional Access.
