But how can the same package be installed offline?

很难回答这个问题，但是如果我对使用笔记本电脑有正确的理解。有时，当您在安装或升级应用程序时关闭笔记本电脑时，它会继续更新以避免不必要的错误
It is difficult to answer this question, but if I have right understanding than you are using Laptop. Sometimes, when you just close Laptop while installing or upgrading application it continue the update in order to avoid unwanted error
