发生的情况完全取决于配置发生时集成的应用程序。它可以忽略缺失的声明，也可以拒绝该断言。在这种情况下，Azure 将显示配置未成功。
这在任何身份提供商中都是一样的；这取决于应用程序，而不是 IdP！
Just in case somebody stumbles across this...
What happens is strictly up to the app being integrated when provisioning occurs. It could ignore the missing claim, or it could reject the assertion. In which case Azure will show the provisioning did not succeed.
And this is the same in any identity provider; it is up to the app, not the IdP!
