更好的解决方案是使用处理所有 IE 版本的单个 MSI 文件。无论哪种方式，都有多种设置创作工具可以满足您的需求。

A better solution would be to use a single MSI file which handles all IE versions. Either way, there are multiple setup authoring tools which support what you need.
If you want a free tool you can try WiX. It has a steep learning curve, but it gets the job done.
