cxf与spring集成在websphere发布失败问题，在tomcat没有问题

项目启动的时候cxf.xml的配置文件org.apache.cxf.bus.spring.SpringBus类不能实例化，was版本8.0，cxf版本2.7.8，spring3.0在tomcat是没有问题的。
