I want to say OSC is the biggest site.
AFAIK, Webstorm is what you want
webStorm!there is a plugin about angularJs.may be you have a try! no matter which one,if it can help you slove the problem,it is ok!!

maybe you cannot just simply say which one is better than others.
these tools can be used in different ways.
i like webStorm ,it's the best IDE ever. but sublime is the best editor.
