vue-router history模式，加了base，部署后访问base的路径出现403

Question

  routes: constantRouterMap,
  base: '/api/page/'

nginx配置如下

location / {
          root   html;
          index  index.html index.htm;
      try_files $uri $uri/ /index.html;
      }

    浏览器直接访问http://localhost:8866都正常，会自动定向到http://localhost:8866/api/page/XXX，但是直接输入http://localhost:8866/api/page会nginx报403 Forbidden
