thinkphp 为什么独立日志配置没生效？

我的配置 config\log.php：

    // 独立日志级别

];

可是我的 runtime\log 目录并没有独立日志：

断点在 thinkphp\library\think\Log.php， 发现配置也正常

请问为什么日志没有独立输出成多个日志文件呢？
