新功能：
　　有新的作业和练习时，会有消息提示。（本来就有红点表示）
　　用户可以从不活跃的、附加的、过期的和未公开发布的课程中退出
　　平台管理员可以在禁止课程管理员导入csv用户列表的时候，导入用户列表

详细功能：

New features

Generate event in calendar on a new assignment (must be activate in the platform assignment configuration)
Generate event in calendar on a new exercise (must be activate in the platform exercise configuration)
Add an option to allow users to unregister from inactive, pending, expired or unpublished courses
Allow platform administrators to add csv user list when the option is not available for course managers

Translations
Minor corrections to the french translation
Dutch (NL, BE) translation enhanced

Platform enhancements
Load module translation in module configuration page
Remove the use of Cache_Lite to store the list of modules supporting RSS
Remove Cache_lite to store the list of ical compatible modules
Add test to update property only if the value is set
Do not force init to reload user data from database on every page.
Make sure the url to the included and linked files are correct
Move the definition of $uid outside the if statement which is more clean
