求助，在msys中perl升级问题

Question

我在电脑安装了mingw然后下载了openssl的源码安装的时候提示如下：
Perl v5.10.0 required--this is only v5.8.8, stopped at ./configure line 12.
BEGIN failed--compilation aborted at ./configure line 12.
然后我就更新下载了perl 5.10.0的源码安装到一半提示我没有找到C libraries
请问这个C libraries是什么，需要下载什么东西？小白真的第一次装这些东西，因为毕设需要。
然后我又百度了Windows下安装perl，安装好了但是还是没有用需要升级

好吧我随便写了个继续往下走但是make的时候出问题了，，，

我觉得是没有gun c库，然后去网上找到了glibc下载解压然后configure，结果
configure: error:

是不是说Windows上就没法装这个了啊？求各位大佬指点
