怎么将字符串转为二进制数组？

需要将字符串转为二进制序列，由于new TextEncoder("utf-8").encode(str)，不兼容IE浏览器，需寻找其他方法替代TextEncoder方法。

不确定兼不兼容，好像涉及 ArrayBuffer 和 ES6的，IE 都不怎么兼容。。。
